The City of Mt. Vernon Illinois is coming to grips with the ordinance changes necessary to guide the placement, age and condition of mobile and modular homes in city limits. These changes are causing a great deal of debate. 

Roy Payne, City Manager, gave an overview of the deliberations the City has been through. A dissenting view was heard from Cort Jones, a local mobile home dealer and owner of a mobile home park. We also heard from Bill Armstrong, chairman of the Jefferson County Board for his views on what impact this may have in the county, and from Norm Tilley, a local broker of Century 21 franchises, for his impressions. 

The city continues to listen to interested parties to try and find a mutually agreeable solution to this problem.

THE OZONE THREAT
The summer months are here and that means more running around and more time

BEATING THE HEAT
It goes hand in hand with ozone, you can be having fun in the sun, working
on your yard, or just spending extended periods of time outdoors and not
even realize your putting yourself at risk for heat exhaustion and in some
cases, heat stroke. Heat disorders affect everyone that's why the heat can
quickly become your enemy if you don't take precautions. Here are some wise
suggestions from UAMS ER Director, Glenn Raup:

*Use Common sense
*Avoid exercise outside from 10:00-2:00 during peak heat hours
*Eat light before going outside for long periods
*Avoid alcohol and caffeine
*Drink plenty of water

TOO GOOD TO BE TRUE
It's another type of problem that's hitting folks this summer, advanced fee
loan scams. Have you been targeted or even a victim of the easy guaranteed
loans? It can be tempting in uncertain economic times but don't make your
financial situation worse. The Better Business Bureau is receiving a high
number of calls about this scam. Consumer Advocate with the Better Business
Bureau, Janet Robb suggests the following as sure signs it's a fraud:

the Milltown Dam. At issue is whether the area should be dredged and all
sediments removed along with the dam to prevent the future build of mining
wastes or should the dam be reinforced to hold the sediments and keep them

Smoking remains the number one cause of preventable disease and death in the
United States. A recent study by the Centers for Disease Control or C-D-C,
suggests many states aren't doing enough to help people quit smoking. The
results of this study are 17 states aren't offering the counseling services
needed to help people in their Medicaid programs stop smoking. There are
different age groups but several individuals are pregnant women who know
they should stop but can't. Medicaid recipients have a smoking prevalence of
50% greater than the overall U.S. population. The author of this study,
Berkley professor Helen Schaufler says states would see an immediate benefit
in the health of the Medicaid population and taxpayers could see less of a
burden. The argument to this is this the best form of preventative medicine?

Here are some numbers:
70% of smokers now want to quit
46% try to quit each year
Most try to quit on their own
50% of all smokers have now quit

Also, just under 60% of current smokers in middle schools have tried to quit
smoking cigarettes in the last year. Teens in high school who smoke are much
more likely to live with someone who smokes.

Senator Dick Durbin is proposing legislation that would provide tobacco
cessation services under Medicaid. You can see if and what your state is
